Facilities engineering, commissioning and readiness

Process and facilities engineering for plant that is already running. We review design bases, check P&IDs against the statement of requirements, and write commissioning and restart plans that move only on field-verified evidence.

IThe question

Will the system work across its operating envelope, and is the plant ready to start?

A design review that repeats the consultant's conclusions is not a review. We test the package against the statement of requirements, the approved P&IDs, the operating limits, constructability, safety, maintainability and the scope interfaces. We follow the flow path across drawing sheets, not page by page. Continuation arrows, manifold layouts and battery limits are where the gaps hide.

For commissioning and restart we write the sequence the way it will be done on site. Pre-start valve lists. Isolation and reinstatement. Process and flare route checks. Shutdown valve permissives and overrides. Hold points with stop criteria. Site sign-off at each step. A planned date stays a planned date. Nothing is called commissioned until the line status, the logs and operations approval say so.

On concept studies we give one of four verdicts: approve, approve with conditions, hold, or do not approve. We list the missing items so the next revision can close them.

IIWhat we do
  • i

P&ID and statement of requirements review

Document register and revisions. A traceability matrix from each requirement to the drawing and tag, with compliance, evidence and owner. A flow path trace across sheets. Comments ranked and written so they can be checked.

  • ii

    Concept and pre-FEED review

Design basis, fluid and emulsion data, sizing checked against an operating train, utilities and energy, fouling and maintainability, seasonal envelope, construction windows and economics.

  • iii

    Brownfield stage gates and change

Project initiation, terms of reference, concept, statement of requirements, define and execute, and management of change for minor work. We say what evidence each gate needs.

  • iv

    Commissioning and restart plans

Phased introduction of wells and trains. Hold points with field-verified valve positions, communications, monitoring, differential pressure checks and stable receipt. Controlled handover to operations.

  • v

    Overpressure and relief

Blocked outlet cases, relief and vent backpressure, valve chatter and pilot-operated relief, checked against the current relief calculations and cause-and-effect for the train in question.

IIIWhat you receive

Deliverables

  • Comment register with drawing, tag, evidence, severity and owner
  • Sign-off recommendation with hold points
  • Concept study verdict and list of items to close
  • Commissioning or restart procedure with hold points and stop criteria
  • Readiness checklist and handover evidence list

A P&ID package review takes two to four weeks depending on the number of drawings. Restart and commissioning plans are developed with the plant team and issued as working drafts for site verification. We do not present a draft as issued for use.

Scope boundary

Safety-critical decisions and field work need approved site procedures, permits, risk assessments and the responsible technical authority. Our documents support that process. They do not replace it.

Start with the question

A technical question, a train that will not stabilise, a water balance that will not close, a data room that will not reconcile. Describe it in a paragraph and we will propose the scope.
